Citywide Hotel Worker Minimum Wage Ordinance - July 1, 2026 Wage and Health Benefit Rates
The Citywide Hotel Worker Minimum Wage rate will increase on July 1, 2026. Please refer to the Wage Charts below for the new rates.
In accordance with Los Angeles Municipal Code (LAMC) Section 186.04, as of July 1, 2026, Hotel Employers are required to pay a health benefit rate of $8.15 per hour for the provision of health care benefits for a Hotel Worker and their dependents. If no health benefits are provided, the $8.15 shall be provided as an additional hourly wage. If the Hotel Employer’s hourly health benefit payment is less than $8.15, the difference shall be paid to the Hotel Worker as an additional hourly wage.
This rate is applicable to Hotel Workers covered by the Citywide Hotel Worker Minimum Wage Ordinance (CHMWO), specifically, any individual whose primary place of employment is at one or more hotels and who is employed directly by the Hotel Employer, or by a person who has contracted with the Hotel Employer to provide services at the hotel.
Additional information and the required workplace notices are available below. Please note there are two required workplace notices for the CHMWO: (1) the CHMWO Wage and Time Off Notice, and (2) the CHMWO Health Benefit Notice. The Health Benefit Notice and updates to the CHMWO Rules and Regulations will be made available soon.
Hotel Worker Training Ordinance (PHTO)
Beginning December 1, 2025, covered Hotel Employers are required to provide public housekeeping training by contracting with a certified PHTO to provide at least five and a half (5.5) hours* of training to Room Attendants on a variety of topics as designated in the Hotel Worker Training Ordinance (LAMC 182.22.C.2.a-e). The Hotel Employer is responsible for paying the cost of the training and of their employees' time to take the Public Housekeeping Training.
*Pursuant to LAMC 182.22.C.2, our office is eliminating the Human Trafficking element from the required training thereby reducing the total training time by thirty (30) minutes.
For the complete requirements of the Hotel Worker Training Ordinance, please refer to LAMC Chapter XVIII, Article 2.1 (Ordinance #188610) linked below.
Hotel Worker Protection Ordinance (HWPO)
The Hotel Worker Protections Ordinance applies to all Hotels within the City, providing Hotel Workers with the right to personal security devices and premium pay for workload assignments that exceed defined limits.
All covered Employers must fully comply with these Ordinances on their respective effective dates.
Please note: The Rules and Regulations are posted for consideration by employers and employees to understand their responsibilities and rights. We anticipate that these Rules and Regulations will be updated and encourage those implementing any of the Hotel Workers Ordinances to check this page regularly for the latest guidance. A court enforcing the Ordinance may disagree with this guidance and therefore employers should rely upon the advice of their legal counsel.
